The Government of Curaçao, through its Ministry of Economic Development (MEO), has presented a long-term vision for the future of Willemstad’s historic city center, covering the period 2026 to 2035, with a broader outlook toward 2045. The plan serves as a strategic framework to guide the social, economic and spatial development of the capital while safeguarding its UNESCO World Heritage status.
Willemstad is the vibrant heart of the island, where living, working, culture and tourism come together. At the same time, the city faces real challenges. Vacant and poorly maintained buildings, pressure from tourism and gentrification, infrastructure gaps, and the need for more housing all place strain on the historic center. The documented vision aims to address these issues in a balanced and coordinated way.
The core ambition is clear: Willemstad must remain a city rich in culture and history, while also making space for renewal and innovation. Its Outstanding Universal Value, as recognized by UNESCO, is central to every future development. Preservation and progress are not seen as opposites, but as forces that should strengthen each other.
The framework highlights the unique character of the four historic districts: Punda, Otrobanda, Pietermaai and Scharloo. Each area has its own identity and role within the city. The plan calls for mixed housing, vibrant public spaces, greener streets, better mobility and stronger connections between neighborhoods. Special attention is given to the waterfront areas around the Waaigat and Sint Annabaai, where opportunities for public space, recreation and climate adaptation are closely linked.
Economic vitality is another key pillar. The city center should function as a motor for innovation and entrepreneurship, while remaining inclusive and accessible to residents. Reusing vacant buildings, supporting small businesses and strengthening collaboration between public and private partners are all part of this approach.
To bring the vision to life, the government proposes the establishment of City Management Willemstad, a central organization that will coordinate projects, align ministries and involve stakeholders from across the city. The plan also calls for updated regulations, stronger government capacity and smarter use of data and technology to monitor progress and improve decision-making.
Implementation will take place in phases. The first years focus on branding, cleanliness, safety and greening. Later phases introduce larger infrastructure projects, sustainable mobility solutions and further refinement of housing and public space. The long-term goal is a city where daily life is accessible, climate-resilient and socially connected.
Ultimately, the vision positions Willemstad not only as a historic icon, but as a living, evolving capital. By combining heritage protection with inclusive growth and smart urban planning, Curaçao aims to ensure that its colorful city center remains vibrant, welcoming and future-ready for generations to come.
