The Curaçao Ports Authority has prepared a Master Plan to serve as an actionable strategic document that will guide the realignment of waterfront assets along the St. Anna Bay. This with the objective of putting the waterfront to work for the social and economic benefit of the island.
An important component of this Master Plan will be the project to transform "Kleine Werf(Small Wharf)" into a publicly accessible area, returning the residential function to downtown Willemstad and providing it with the necessary liveliness.
CPA signed a contract with JCC Development N.V. for this project, who will implement its first phase in 2020. The second phase will start soon after. The project is called The Wharf and will be built on an area of 4,000 m² on Kleine Werf. CPA will act as a ‘landlord’ and maintain ownership of the waterfront area. This first phase will also act as an incubator and promote development in the surrounding area.
The first phase consists of the realization of 35 3-4 room apartments and 1,000 m² of commercial space. In the second phase, apartments (around 30) and a city hotel with approximately 100 rooms will be developed, with a parking garage included in both phases. The project is expected to be finished in 2021 and will generate roughly 100 jobs in construction, 75 jobs in the hospitality industry, and 20 jobs in the administrative sector. This is set to be a very promising endeavor that is poised to deliver high ROIs.
